a/c high switch

on my 98 glt the air con is not working. when I jump the low side nothing happens and when I plug and unlug the high switch rapidly the compressor kicks on but only for a second. if I do it fast enough then it will stay on. when i jump it and connect the gauge to the low side I get between 30-47 psi so I think that it works, it gets cold. there is no leak, but I cant get the thing to kick on any help would be appreciated thanks.
