Occasional slow start, just threw code 315, Evap 850 1995

I noticed over the past few months that my car has had to crank quite a bit, sometimes, before starting. It almost seems flooded. Once it starts it runs fine. I have thought my fuel economy decreased also, but perhaps that is due to ethanol.

Just tonight, in stop and go freeway driving, I threw code A2 315, which comes up as EVAP system. I don't know much about Evaporation systems. Is this pointing to my "purge valve"?
