obd2 scanners revisited 850 1996

Hi gang.
Does anyone own an obd2 reader that works with their 1996 model year 850.
I went to a local volvo indy shop to have my car checked and the diagnostic system on the car works fine however the car doesn't like hand-held scanners.
The mechanic said that the 96's are the most finicky to read out of all the years.
My buddy's innova 3100a code reader won't work. Any brands that work here in canada? How about laptop programs?
