roof rail rust 850

I just bought a 96 turbo wagon that doesn't have a roof rack. The paint or plastic or whatever it was on the rail was cracked so I took one off to repaint and found rust about in the middle of that rail. The rust was located under a urethane block that covered a threaded hole. I presume that the hole is for mounting the roof rack. Anyway, it seems to me that this block is letting water stand in this area and not drain away. I've also noticed some bubbling of the paint on the other side in the exact same spot. I was wondering if any of you all have heard of or had this problem and what is my best plan of attack to fix it. I was thinking of removing the block and not replacing it. And also filling in the threaded hole with silicon. Any suggestions would be greatly appreciated.
