What if the evap purge valve never opened? Hypothetical question... 850 1995

My evap purge valve seems to work quite well. As I revved the engine, I could see the voltage varying continuously to the valve, and the vacuum similarly varies smoothly and continuously at the charcoal canister.

Even though I am still trying to get the bottom of my apparent minor flooding issue (and CEL) the thought crossed my mind:

If the evap purge valve *never* opened, what would the impact on performance be? Any thoughts?
