fixing a sticky wastegate 850 1995

The wastegate on my 850 tends to stick. I have the heatshield removed, and the actuator and rod assembly are not to blame. Its the gate itself. What could cause this to happen. It is difficult to move the gate manually with the rod disconnected. Sometims spraying it with WD-40 gets it to work, but I can't rely on constantly having to spray it if I don't want it to overboost. how can I permanently fix this?
