California Smog Cert. Failed Code P1633 C70 2001

I believe the root of my problems involves the ABS module or a broken wheel sensor wire where the wiring enters the wheel speed sensor plug. My dashboard instrument panel is like a disco. The following warning lights: check engine, stc, abs, service, brake; and the speedomoter/odometer and cruise control work or light up intermitently. Any combination of lights or malfunctions may occur.
On the smog check, all the emmission information passed, but the certificate was not issued due to the commputer registering an "OBD Fault Code P1633 Manufacturer specific code". I believe this means a speed sensor.
What do you recommend as the easiest, quickest & least expensive way to resolve this?
