NO start (stumped) 850 1995

Where is tdc for cyl #1 on these engines? is it where the marks on both cams line up with the triangles plus the crank notch.. or is it the cam on the intake showing 0 degrees on the plastic cover?
I am starting to suspect that the timing belt may have jumped a few teeth.
which would account for the low compression.
when i line up all the marks the #1 piston is NOT all the way up as verified with a screwdriver put in and if i keep moving the crank it still goes up if i move it past the notch...
hoping for the best..
for whatever its worth the timing belt looks great and is tight..
