Idle Air Valve diagnosis 850

Hi all,
I rencently replaced my fuel pump as well as the fuel return line that I broke the fitting on while replacing the pump.That was fun.
My car still surges at idle from 500-1000 rpms then stalls. Several individuals have suggested Idle Control Valve. I checked the valve electrically per one of my shop manuals and the resistance is OK.I disconnected the top hose and looked inside and it looks as if the mechanism is working OK. If I start the car with out top hose on it doesn't "surge" but idles at a high rpm for about 10 seconds then quits.One peculiar thing I noticed is that when I shut the car off the ICV seems to hum/vibrate for a short time.
From this description does this sound like a bad valve. Any input would be greatly appreciated.
