Won't Crank after new batter 850 1997

more than usual single crank to turn over intermittently. Then Die Hard battery died. Sears claimed it checked out - with only rapid charge done. But died within 1 week again. Battery changed out. Since with slight hesitation in turning over. Now, with severe cold (although garaged) no cranking at all. Other electrical connections appear to be fine. (Attempt at jump also not helpful.)

Is this necessarily the starter? Wiring harness?
