Loose Timing Belt V70-XC70 2000

Question here...My timing belt on my 2000 V70xc is loose. More loose on the back (exhaust?) pulley than the front. I haven't taken the cover off yet, although I could just rip it off since the timing belt has brushed against it and burned a hole through it, but I have a feeling that the hydraulic tensioner has somehow slipped. If this is the case, do you think that I can remove the tensioner and reset it or will I more than likely need a new one? The car has 167,000 and the timing belt was changed at 102,000. It has also gotten very cold here in Nashville, Tennessee the past few days and this may have something to do with the looseness. Does anyone concur with my observations? thanks in advance for your help.
