98 Volvo S70 Turbo Random loads of SMOKE.... S70 1999

Hi, I am new to this forum and to volvo's. I just recently purchased this car with 130k miles thinking ti was not a turbo, but it is. Here is my problem: About once every few days after I have been driving me car and turn it off, (this is not a cold start) When i turn it back on again tons of thick white smoke comes pouring out of my exhaust pipe! It smells very potent and fumy. I thne turn my car off and restart it and it is like it never happened. My car drives perfectly well iwth no problems at all. even when it is smoking it runs perfect. I just turn it off right away because it looks terrible and then it goes away. PLEASE help me! I have no idea what this is and would love all suggetions and help. I am very young and very poor and I live in the D.C./MD/VA area and would also love any good ideas of where to take the car to get looked at. Thanks so much for your time.
