Rear seat belts on V70 - lock/unlock. V70-XC70 2001

Maybe some one can help me. This is my first wagon, and I never had belts built into seat backs.
When the rear seat is folded, the seat belts lock and would not extend.
They are released when the seat is locked in upright position. What mechanism locks and unlocks the belts?
I am asking this since sometimes the belts stay locked even when the seat back it raised in the normal position.

Also, the seatbelt receptacles have some strings with clips attached to them - what are those for??
