engine won't start S60 2004

The engine, tranny, and emissions codes must be available to any scanner. The Volvo specific codes, usually P1nnn and P2nnn, have little to do with normal operation but may be related to ABS, SRS, instrument cluster, etc.

If you shop cannot access the generic codes, there is something wrong with the shop.

You didn't state whether the engine turns over or not. If it turns over and not start, then it is probably the cam position sensor or fuel related. There are NO codes if the fuel delivery system fails.
