Radio Code Problem V70-XC70 1998

I purchased a used radio for my V70 XC from EBAY. The seller provided (supposedly) the VIN and of course the radio has a unique ID.

Problem is - when I power it up, the code I got from the dealer does not work.

I'm concerned that the car it came out of has prbably alrady been ground up and is on its way to being your next lawnmower so there is no way probably to verify that.

Can the dealer look up a code based solely on the radio ID #?
