Your description is terrible! LOL

This "pipe" goes from where to where? Does it terminate in the black vacuum tree above the throttle body? Or is it the larger hose that goes from the idle motor to the throttle body? Or does it go to the air cleaner?
Obviously, anything that leaks will have an effect on your idle and gas mileage.

The plastic cover can probably be purchased at most junk yards, make sure it comes with a torx screw. That cover keeps the dirt off the throttle spring and cable.
