How to let the TIMING BELT out 850 1994

Hi , my 94'850 nonturbo 66K mile, try replace the timing belt,following bay 13 the introductions,the bottom of the crank pully and the rubber ring they have verry verry small room can blok the timing belt coming out,tried many time and twisted the belt, still not coming out.
Any one have more experiences let me know please!
