98 V70 NA Question V70-XC70 1998

There is a device mounted to the bottom of the battery tray on my 98 V70 NA. There are electrical and what appears to be a large vacuum connections going to it. Where it appears there should be a hose of some sort attached, there is not...and now my engine is idling low. Would someone please enlighten me as to what this device is and what should be connected to it? I have checked my sorry Chilton manual to no avail. Thanks in advance!
