V40 recirculator motor thump/clunk S40-V40 1998

We have a 1997 V40 which when started, there is a continous clunk/thump from behind the dash. Am I right in thinking this is the recirc motor damper arm failure and will We have to remove the dash to repair? Is it possible to diable the flap in the "un-recirc mode"?
