removing check engine light bulb 850 1996

I wouldn't do it. A flashing C/E light means you are damaging your cat with unburned fuel. (ie a misfire). You do not want to drive your car in that state.

I think the egr can be fixed by adding a relay to force the input to match the output status. If the egr valve is open the pressure switch input needs to be present. I THINK that will keep the C/E light off.

I'd work towards preventing a false signal rather than eliminating the light.
