Catalytic converter S70 1998

My 1998 S70 non-turbo with 200k miles has soot accumulating on the bumper and the inside of the tail pipe. A mechanically inclined friend called the soot "pure carbon" which suggests to him the catalytic converter is "plugged".
The car is also using a fair bit of oil (2-3 quarts every 3000 miles), which is neither dripping on the ground nor coming out the exhaust in blue smoke.
Any ideas?
