Testing O2 sensors 850 1995

I tested both o2 sensors today. The front sensor seems to be responding as it should on the volt meter. The rear sensor will only give me .73 volts. I leaned the mixture by pulling a vacume hose and richened it my feeding propane to the engine. Should the rear o2 sensor respond with a change in voltage? Do you have a better way to test the sensors?

This is all because of poor MPG and the smell of a rich mixture at idle.
