Since noone responded , I'll take a cheap guess. Next to your auto tranny shifter in the car you may have a button with a "W" on it. When pushed the up arrow shows. Also the up arrow shows when you drive around in third gear. The "w" button operates a solenoid that shifts your transmission to winter conditions and this solenoid is stuck or burned out. As a result, the up arrow may flash on and off even though you haven't pushed any buttons. But those error codes are generic and only the $5000 code reader is specific. There could also be a failure of the little switch that operates the solenoid as well
