Tar stuck to the tire? How to get off?

if you have an old wash tub or keg bucket maybe you could pull the wheel off the car and place it in some paint thinner or a gallon or so of gas or kero with a old rag to wick the solution over the tarred up areas... it could likely be scraped off with a putty knife or something like that after soaking for a while, maybe overnite.
