Is my car a california car S70 1999

I am failing emissions because of cat efficency. When i look at the back o2 it seems as solid as a rock. But who knows. MY shop want me to put in a $1100 cat in to repair. This is the cost of a california cat.

My engine is a 56D. I dont know what the D emmissions code means. can I buy a $400 cat or do I have to go all the way.

This is a newhampshire car and is a long way from cali.
