It sounds like the caliper is stuck or close to stuck. I had a similar issue on one of my '96s. I don't think the brake fluid had ever been changed and it was full of rust.

I just got an OEM rebuilt at NAPA - It was $44.00 and I think the core charge was $45.00. You will need to bleed the brakes but it sounds like you might need a fluid change anyway.
