rear O2 sensor no output V70-XC70 1998

1998 V70 5-spd 269k. I am not geeting any output from the rear O2 sensor, with occasional CEL codes for it. I replaced the sensor with an OEM one, but still no output (measured on PC via OBD connector - front sensor switching OK between 0.1 and 0.9V). The blue book has you check resistance from the connector through the ECM to ground. For pin 4 its says to expect 50 ohms, and I get 51. For pin 3 I should have 200 ohms, but get 100. For both I get infinite resistance with the ECM removed. This shows the wiring is OK through the ECM. Does all this mean I need to replace the ECM, or am I missing something else?
