The reverse lights not working are a preliminary sign of a bad or misaligned PNP switch. It gets worse and the colder it gets the worse it gets. Ultimately it results in the blinking arrow of death.

There are writeups on Volvospeed and Matthew's Volvo Site on changing and aligning the switch. I think it was MIJ on Matthew's that has the real slick trick on aligning the switch with a mirror at the back of the car.
