Can't remove from license plate frame 850

it is not a stupid question.it happens.the way the frame is secured in the
bumper is through a plastic piece that snaps into the bumper (hole in the bumper)then the screw screws into it.the piece in your case is turning inside the hole which is not supposed to.i think that you should just pull harder on the frame and it should come out with the snaps. i think you should be able to get new ones from dealer or junck yard or apply some tough glew to the one you
have after taking out the screws and put them back it should prevent them from spinning.good luck
