why is my ignition timing At ~40 BTDC?!?! 850 1996

Have been trying to diagnose a rough running problem on this 96 855 n/a AT.
Symptoms.
From cold very hard to start, starts ok once it has run for a few seconds.
Idles fine
very very low on power
wont rev past 3.5krpm
NO check engine lights are on
new cap
new rotor
new wires
new plugs
new amm
new camshaft position sensor

So i removed the timing belt cover off and pulled out the trusty timing light.
Yep and there it was..my idle timing is at close to 40 degrees BTDC..its firing CLOSE to where the lill cut off triangles are where you line up the camshafts to remove the timing belt..

do i just have a bad ECU?

my other volvo is a 95 Turbo..not sure this ecu will give better results.
