ETM upgrade issue

Got a new ETM for my '99XC from my friends at Volvo. They also installed the latest software, and then whatyyaknow, I now get a dismal 13 mpg in town and 17 on the highway. Mind you, at 125,000 I just did the valves/surface last year when #3 burned out. Milage was higher before the ETM upgrade! Dealer says they cannot adjust anything. Is this the truth????
