ABS error, 4-4-4 850 1995

Buddy has the ABS light come on after the running check at 18mph. Code is fron A-3 4-4-4. "No power supply to valves in hydraulic unit".

Anyone familiar with this? Is this an electrical supply problem? It is -20F outside so we will wait to trouble shoot until it gets above 0F. I had thought it might be a bad plug or wire, but it is too cold to pull off the air cleaner to take a look.

Looking for ideas, thanks,
