Headlight Wiper/Wiper Fluid S70 1999

Yesterday I went to shoot up some wiper fluid up on my dirty wind shield and nothing came up. I opened the hood to check the fluid and it was a little low so I added some, but when I tried again, the right wiper on the headlight was stuck straight up and I still was not getting any wiper fluid on the windshield. Now I can't get the wiper down and the fluid is still not coming out.

Any suggestions?
