Electrics V70-XC70

Good evening all...

I have just noticed that my V70 98 the electrics.. ie. head lights,
heated seats take time to power up... even after the engine is up and running?
(It has been pretty cold) Sluggish relay?

This does not happen on my other V70 T5 of the same vintage...

This car also seem to have moisture (Waxy Substance) on the dip stick even
after a 300 mile trip... Temperature gauge shows normal... should one
change thermostat assembly for a higher value etc.?

My T5 was also stolen this week.. but recovered.. Wifey was warming up
the car.... Did not get the key back... What's the best solution getting
new locks or after market alarm/remote start unit ?

Any Advice will be Most Appreciated....ThankYou.
