why is my ignition timing At ~40 BTDC?!?! 850 1996

There are two timing marks, I believe. One is the alignment of the true Top Dead Center (TDC), which you get when you properly align the camshaft and crankshaft together such as when you replace the timing belt. The other is the notch on the crankshaft pulley for ignition timing, which you set with the timing light to ~10 degrees Before Top Dead Center (BTDC). This is when the spark fires.

My question, is can you adjust the in-line distributor for an EZ 117K ignition system by rotating it? The Haynes and Bentley manual say you can't adjust the EZ 115K and EZ 116K distributors.
