How do I adjust the crazy e-brake so it works?! V70-XC70 1999

I recently changed all the brakes on my '99 V70T5, including the parking brake, since only one side of the parking brake was working. I have new rotors and shoes on it, replaced the springs, and lubed the pushing mechanism. I also tightened the cable in the cabin. I adjusted the little spinny-adjuster through the rotor to get everything perfect. Now, the parking brake will apply and work moderately well if the car is going forward, but it does not grab and hold if the car wants to go backward. What gives? On my 850, the parking brake grabs nicely. Is there some magical adjustment I'm missing? It's rather annoying having my car slide backwards on a slight incline when everything is new and should be working...
