How do I adjust the crazy e-brake so it works?! V70-XC70 1999

Loosen the cable at the center console as much as you can and re-adjust the star adjuster first. Tighten the parking brake shoes until they touch the drum then back off 2 notches. The wheel should rotate freely.

By adjusting the cable first, you left too much slack.
