rough idle on start S70 1998

1998 S70 GLT: Recently I have had a very rough, searching, idle for a couple of minutes when I start the car. Happened twice today, both times after the car had been running then shut down for half an hour or so. When I started the car the idle varied from the normal 900 up to 1500+ and was very erratic and rough, like not running on all cylinders. After a couple of minutes it runs fine.

I recently bought new spark plugs, cap & rotor, and new plug wires so intend to change all of that over the weekend.

Other things I should check for? I almost wonder if there is left over gas or something fouling the plugs on start-up. I do have a code for vacuum leak but that has been there over a year.
