Cruise Control 850 96R

I was reading a consumer reports magazine and came accross a comment that the 96 850's had a cruise control engaging problem "related to the vacuum hose behind the left headlight". Has anyone heard of this and where should I look? My cruise control is not working, I have checked the fuse but it was OK.
