Skip and dip revisited S70 1998

Good morning Bricksters of the FWD variety. We have a 98 V70GLT that we love. Unfortunately, or fortunately, it is of such low mileage and sat in a garage for so many years that the car never received it's Motronic 4.4 upgrade at a dealership. At about 58k miles it started to show the symptoms and has been doing it ever since. We went through this with our '97 850, but that was many years ago. Last year I spent some time calling dealerships and was amazed to find that most service managers know nothing of this upgrade. One insisted I need a new throttle module, even though drive by wire didn't come on 98s. Another quoted me almost $300 for two hours of computer time, downloads, etc. Does anyone know of either an L.A. area dealer who can get this done reasonably or an independent who has the software and equipment to do it? Any help will be appreciated.
