Mode $03 P0172 System too Rich [Bank 1]

I got a Check Engine light this morning. I have had this before, on and off. Most recently it stayed off for a month. It came on today at a traffic light, car warm, tank 16/18-full, raining, 50F degrees. ipd's Permacap has been installed for a month.

What generates this system-rich code? Perhaps I am at the edge of parameters, which occasionally trigger. I would like to test for myself at the point of indication.
