Tire Wear V70-XC70 1998

My wife owns a 1998 V70 XC (113,500 mikes)and it has the outer edge tire wear problem. Every time we have it aligned (at least twice a year) both the front and rear toe-in is out.

Has anyone rotated their tires left to right (removing them from their rims and remounting them placing the outside to the inside of the car and the inside to the outside - not changing the direction of rotation)? This would even out the wear to some extent.
