Adj Headlights 2004 V70 V70-XC70

Ok, apparently a Volvo dealership doesn't know how to adjust headlights. First they pointed the left one into the beam of the right one. Their fix for that was to point the left on straight to the ground (may as well have been burnt out.) The dealer fix for that after my complaint was to adjust the right one to match the left so now the both straight to the ground. You have to lean way over the steering wheel to even see that they are on. The only source of illumination is to drive with the brights on which "almost" simulates regular headlight adjustment. Help I almost can't drive at night. Can I adjust these myself or is this one of those mysterious dealer things.
