Sputtering/Stalling- Why? Fuel Pump Relay? TPS? Vacuum Leak? MAF? S70

Greetings Brickboard
My trusty 98 s70 glt is stalling on me for no apparent reason...well, a reason that isn't apparent to me.
I am getting code 0243 turbo waste gate solenoid. My searches have given me more confusion than solutions unfortunately.
Whilst driving along at 50mph the car "bogs" down and behaves as though I downshifted. If I stomp the accelerator I am able to get it to recover and run normally. If it occurs at slow speeds I am not able to "stomp" as I don't want to bash another car. I am also noticing a rich smelling exhaust.
This has happened with some regularity (once a month or so... or whenever my better half drives the car), but now it is occurring every trip I make. (maybe significant to note that it has been raining meow meows and woof woofs here for about 2 weeks)
So, my searches have lead me to the MAF (either dirty or shot), the throttle position sensor or stuck butterfly valve?, vacuum leak (can't find one) a soggy air pump, or a shoddy fuel pump relay.
Hopefully I can answer any follow up questions the collective wisdom has to assist in clarifying this mystery. The only thing I fear is expensive repair bills. I am not afraid (with some encouragement from Klaus) to get my hands dirty (dang camshaft position sensor took some of my skin off)
