Timing Chain S70 1999

I own a high milage (80,000) 1999 S70 Station Wagon which lost a timing chain yesterday. The local Volvo dealer says that I probably bent several valve stems and will need a valve job. I thought most late model cars were designed so that losing a timing chain won't bend valve stems. Am I being scammed?
