Rough Idle (Not cold) 850 1993

My car sometimes when it idles bounces when the car is either warm or cold. The RPM's fall rapidly and before stalling out the car revs up a bit. So the needle is dropping to about 500 and then rising till about 1100 in a continuous fashion. Stepping on the gas is only a temporary fix. I find that when I'm waiting at the light I have to hold the gas down to keep the rev's around 1000. The car is a manual transmission. Thanks in advance for any suggestions.
