Coolant Temperature abnormal, diag code P0116 850 1997

Has anyone had any experience with a P0116 code: "Engine Coolant Temperature Circuit Range/Performance Problem"?

The car is acting like the thermostat is stuck open (long time to reach operating temp, normal temp if left standing for about 10 minutes, then once driving again the temp sinks back down to the lower 1/4 of the scale).

Normally, given the description of this code I would change the sensor -- but I can drive this car ('97 GLT wagon) for 20 minutes and then open the coolant cap with very little escaping steam/pressure.

If I stick a baking thermometer into the coolant reservior, would that be a reasonable way to check the actual coolant temp against what the sensor is reporting via the dash gauge (and my OBD-II scan tool)?
