Wheel well panel S70 1998

I'm considering buying a 98 S70 and I noticed a what looks like a color-coordinated decal in the paint area forward of the right rear wheel well. I've never seen anything like this before. Virtually every '98 S70 on the lot had the same thing. What is it? The car I was most interested in also had a screw driven throught this area and protruding through the paint. It almost looks like a mounting area, but for what?
