2000 S40 idle air control valve - P0122 - will not idle S40-V40

I am very green on cars, but I am really short on cash now so I'd like to get some help with my 2000 S40. It will not idle. It stalls unless I keep the accelerator pressed. I have a CEL and code pulled was P0122, something about low voltage at the idle air control valve. My son says the battery light and 'W' arrow was flashing while he was driving it. I did not see this occur. How do I check or fix this? I had this valve changed a 6K miles ago and the mechanic told me he didn't think this was the real problem, likely electrical.
