Why install a catback if it doesn't add that much power? 850 97R

Why is everyone spending $600 for something that might get 10hp or less? I've heard that the muffler is the bottleneck and why not change that only for $100 and invest the money in a downpipe where the turbo can actually benefit from less back pressure. Let me know if I'm off base but it seems logical to me.
